Komatsu City is a castle town founded by Maeda Toshitsune, third lord of the Kaga clan. Toshitsune had detailed knowledge of fine and applied art and culture such as the tea ceremony, and at the same time, protected and promoted the industry, too; therefore, the town of Komatsu rapidly grew. In particular, the abundant economic resources obtained by the production of Kaga silk that Toshitsune promoted helped townsmens culture represented by Hikiyama Kodomo (children) Kabuki bloom beautifully in and after the mid-Edo period (1603-1867).

The highlight of Otabi Matsuri or Otabi Festival, which throngs with as many as 200,000 spectators every year is Hikiyama Kodomo Kabuki performed dramatically and energetically without losing past flavor on gorgeously decorated hikiyama (wheeled float) inherited about 240 years ago when the setting was changed from a castle town to a townsmens town.
